COE would have been the Colorado & Eastern Railroad.
No idea what's under that "COE" reporting mark.

My only wild guess would be GWR. Where is 'SDJ'? It was in ORER as a class of one. Looks like loco parts are falling on the ground from it. RR was ex CLK, Ex RI. This was NW of the old Stapleton Airport.
